SACO - Early Friday morning, May 3, Saco police arrested a Biddeford man on one count of gross sexual assault. Then on Monday afternoon, May 6, police arrested another Biddeford man for indecent exposure near a commuter parking lot off Industrial Park Road.

Rafael Ocasio, 25, was charged with gross sexual assault, a Class B felony, following a complaint by a woman at a home on Bradley Street, according to Saco Deputy Police Chief Jeffrey Holland.

Ocasio was transported to the York County Jail in Alfred and will make his first appearance in York County Superior Court on June 6 at 8:30 a.m., Holland said. A Class B felony carries a penalty of up to 10 years in jail and a $20,000 fine.

Holland said police went to the Bradley Street home on Friday in response to a disturbance complaint. “The caller reported hearing yelling along with the sound of glass breaking in an adjacent apartment,” he said. “While investigating, a female, age 27, reported to officers that she had been sexually assaulted by a male acquaintance earlier that night.”

Holland said that as their investigation progressed detectives identified Ocasio as being the male involved and that’s what led to his arrest.

On Monday, a little after noon, Saco police arrested another Biddeford man, this time for indecent conduct in the wooded area behind the commuter parking lot on Industrial Park Road. Holland said this is the third arrest of this type within the last eight days. The other arrests occurred last week on the trail system surrounding Cascade Falls.

An undercover detective arrested Roy I. Fortin, 57 and charged him with indecent conduct, which is a misdemeanor. Holland said Fortin was unable to make bail and was sent to the York County Jail in Alfred. He is scheduled to appear in Biddeford District Court on July 24 at 8:30 a.m.

Like the extra patrols near Cascade Falls, Holland said police have put details on patrol near the commuter parking lot due to “numerous complaints of illicit and suspicious behavior reported to the police department by local residents.”

He said Fortin entered the woods just behind the commuter parking lot and approached the undercover officer. While walking next to the officer, Fortin unzipped his pants and exposed his penis, Holland said, at which point Fortin was arrested.
